Invitation for Expressions of Interest to Equip and Manage an Ultra- Modern 200-bed Specialist / Teaching Hospital under A Public Private Partnership (PPP) at the Kaduna Millennium City.

Preamble

The Kaduna State Government 11-point Agenda is designed to create a sustainable new socio-economic development through the formulation of right policies, provision of infrastructure and institutional reforms. The Government’s policy is to design and provide key infrastructure to meet the highest priority needs of the citizenry while maximizing private sector contribution through Public Private Partnership (PPP). One of the priority areas is the provision of improved Healthcare Service Delivery.

 

As part of strategies to implement this key component of the 11-Point agenda the Kaduna State Government is desirous of partnering with prospective Investors in the equipping and Management of its ultra Modern 200- Bed Specialist Hospital at the Kaduna Millennium City, recently designated as one of the Millennium Cities in Africa by the Millennium Cities Initiatives (MCI).

 

The new Specialist Hospital

The New Hospital is planned to be a Specialist /Teaching Hospital with State -of –the- art equipment and facilities that will provide first class healthcare services. It is expected to draw its clientele from both Nigeria and the neighbouring countries. The Hospital will comprise of among others, the following Departments/Units: 

1.        Outpatient Services Clinics

2.        Specialist Clinic

3.        Pediatric and Emergency

4.        Psychiatric Outpatient

5.        Emergency , Burns and Accident

6.        Diagnostic Radiology

7.        Laboratory

8.        Surgical

9.        Dental

10.   Neurology

11.   Dermatology

12.   Gynecology and Obstetrics

13.   Physiology

Special Emphasis will be laid on the following Units, with a view to making them up to the level of Medical Tourism:

1.     Nephrology and Renal Transplantation

2.     Cardiology and Cardiothornic Surgery

3.     Oncology

Contract for the construction of the hospital has already been awarded and work is in progress.

Request for             Expressions of Interests (EOIs)

       The Kaduna State Government now invites prospective Investors to express *interests in the Equipping and Management of the Hospital. Applicants are expected to be local/International Suppliers and Managers of Hospital Equipments and Services.

       In order to be pre-qualified, prospective Investors must supply verifiable evidence of their ability to equip and professionally manage the New Hospital: This includes among others:

·        Record of successfully handling similar projects in Nigeria or elsewhere in the world,

·        The requisite financial resources and to procure and install state-of-the-art equipment and the professional/technical competence to manage the Hospital in the most efficient manner.

 

Interested Investors should indicate their interest by providing the following documentation and information:

·     Full name of the Company or Consortium and the contact person, postal address, telephone /fax number, web address and e-mail address,

·     Brochure showing Ownership structure including Names of major Shareholders and Percentage Shareholding,

·     Audited Financial Statements for the last five years and most recent Management Accounts of the firm/members of the consortium,

·     Technical/Professional capabilities,

·     Number of years in Healthcare Services Delivery including local and international experience,

·     Number of  years in Provision of Hospital Equipment and Management,

·     Composition and profile of Management team showing qualifications, years of experience in Hospital equipment/services management

·     Evidence of ample financial resources

·     Any other additional information that may enhance the application.

·     Curriculum vitae of key personnel with the top management staffs having experience of not less than 15 years.

Prospective applicants are to note that the Terms and Conditions as well as the tenure of the agreement for the management of the Hospital are Negotiable .

Upon receipt of Expressions of Interests from interested investors, the Kaduna State Government shall evaluate and pre-qualify applicants. Thereafter, pre-qualified applicants would be issued and information memorandum on the new Hospital. Details of bidding procedures shall be attached to the information memorandum.

Submission of Expressions of Interests

An original copy and Five (5) Copies of the Expressions of Interest (EOI)must be delivered in a sealed envelope clearly marked “ Expressions of Interest For the Equipment and Management of Kaduna Millennium City Specialist/ Teaching Hospital” and to be submitted not later than 1700 hrs (5:00pm) Nigerian Time (1600GMT) on or before 28th of February  2009 to the address below:

*Important: This submission shall be at the cost of the interested party and the Kaduna State Government shall not be responsible for any cost in the production of any submission. This is also not an invitation to tender and the Kaduna State Government reserve the right to accept or reject any submission.
