This ministry was upgraded to a full fledge ministry in June 1999 an has recorded huge successes since the inception of this civilian administration. It is vested with the responsibility of supervising Local Government Councils in the area of project execution, monitoring and evaluation.
Local Government Council in the State, have supplemented the efforts of the
state government by connecting rural communities to
the national grid. All the 23 local government councils have sunk many bore holes in their communities to complement the efforts of Kaduna State Water Board to provide clean water for the people.
TRADITIONAL INSTITUTIONS Democratization has led to the demands for additional traditional institutions in the state. Although traditional institutions are not democratic, because they prepare them for traditional leadership. Ethnic groups which hitherto were under large emirates or chiefdoms were emancipated, recognized and gain the opportunity for self determination of their traditional leadership. This is change , which is in one way or the other preparing both the weak and the strong for the present day political leadership challenge . Accordingly, twenty two (22) thirds class chiefdoms were created bringing the numbers of traditional institutions in the state to thirty two (32) as follows:-

Birnin Gwari ,Moroa and Jaba Emirate /Chiefdoms were up graded to the states of first class while Atyap, Bajju, Gwong and Numana Chiefdoms were up graded to the states of second class. In addition, over three hundred (300) districts were created. This is aimed at bringing the Government closer to the people to enhance Security, Surveillance and Administrative convenience
