EXCELLENCY THE EXECUTIVE GOVERNOR OF KADUNA STATE ARC
MOHAMMED NAMADI SAMBO, fnia, AT THE JURISPUDENCE OF
EQUALITY PROGRAMME 26TH-30TH MAY,
2008
I am delighted and honoured to be part of
this momentous occasion. Let me begin by welcoming all of
you to Kaduna as host of a workshop as selected by the
Board of Governors of the National Judicial Institute (NJI).
I have no doubt that the outcome of this seminar will
justify the efforts that went into its preparation.
I am particularly happy with the theme of
the workshop "Jurisprudence of Equality Progamme". It is
fundamental and crucial to the survival of Democracy. The
major difference between Democracy and any other form of
Government is that Democracy emphasizes the enthronement
of the Rule of Law, Natural Justice and Fundamental Human
Rights of individual citizens as opposed to the abuse of
such rights.
I therefore see this seminar as timely and
critical to our current efforts which are aimed at
building a virile and democratic society based on the
philosophy of Justice, Equity and Fair Play. As the
adjudicator in matters relating to Justice and protection
of the fundamental human rights of the people, the
Judiciary needs to be fully equipped to face the
challenges that come along with Democracy.
Consequent upon this development and
contrary to what obtains previously, we have released all
Capital Receipts of the State Judiciary to them. This is
to enable them procure all materials contained in their
budgets so as to facilitate quick and timely dispensation
of Justice. The assertion that Justice delayed is Justice
denied is true to say the least. We sincerely hope that
very soon we shall begin to witness the presence of
stenographers that are versatile in the recording of
judicial proceedings which shall facilitate and reduce the
workload of Judges in adjudication.
In pursuit of sound justice system, we have
kwo-towed the path undertaken by the Federal Government
towards adherence to the Rule of Law in our day to day
transactions and have adopted it as our guiding principle.
The choice of the topic "Jurisprudence of
Equality Programme" is therefore a move to review the
science of Law, promote the Rule of Law and highlight the
tenets of the Constitution as it relates to rights to
freedom from discrimination, equal opportunities available
to the people and ensure that rights of everybody is
protected without discrimination.
One of the very few professions that
observe and encourage merit and upholds seniority is the
legal profession. Of late, the Judiciary has lived up to
its billing by the delivery of sound and qualitative
judgments to the admiration of all. Within this period,
judicial precedents have been set that are not only
progressive, but provide the correct interpretation of the
Constitution.
Therefore, the popular saying that the
Judiciary is the last hope of the common man should hold
sway at all times. There is generally an ovation for the
continued excellent performances of the judiciary. It is
with high hopes of the continued excellent performance of
the Judiciary that we applaud their performances of late.
While such applause is subsisting, it is wise counsel to
caution the Judiciary not to bask too much in the euphoria
of such accolades so as to play to the gallery.
I have no doubt that this workshop would
build upon the knowledge and expertise of Judges to
strengthen and enhance their capacity in the
interpretation and application of statutes and the
Constitution.
Distinguished Guests, Ladies and Gentlemen,
it is my pleasure and honour once more to welcome all of
you to Kaduna.
